UPSI, 14 November – Finance Information System (MyFIS), an innovative brainchild of the Bursar Department of Universiti Pendidikan Sultan Idris, has been successfully commercialised to six different agencies with a purchasing worth of RM 14.8 million, among which are; Universiti Malaysia Sarawak, Malaysia Tourism Promotion Board (TOURISM), The National Film Development Corporation Malaysia (FINAS), Lembaga Urus Air Selangor (LUAS) (who had already purchased the system on the 2nd of September, 2014), Universiti Sains Islam Malaysia (USIM) and Universiti Islam Antarabangsa Malaysia (UIAM).

MyFIS is an integrated and computerised finance management system that handles the budget management process all the way to reporting.

The system houses 11 modules that are interconnected with one another which consists of the Set-up Module, Acquisition Module, Payment Module, Receipt Module, Inventory/Asset Management Module, Store/Supplies Module, General Ledger Module, Cash Management Module, Wages Module and GST Module which are all integrated with other main applications such as MySIS (Student information system), MyHRIS (human resource information system), MyUPSI Portal (a community portal equipped with an individual’s personal and financial management information), Portal Vendor@UPSI (a portal equipped with a vendor’s earning and finances information), Portal ePayment @UPSI (a facility dedicated to receiving payments via a Financial Process Exchange (FPX) credit card) and E-Banker (A desktop banking portal that facilitates online banking that includes electronic transaction, transaction check-up, downloading bank statements, balance inquiry and other forms of banking.

The bursar, Puan Khadijah Hamdan, stated that the MyFIS system was developed from four very thorough frameworks to ensure the success of its execution by ensuring the user’s reach to the MyFIS System via a fully supervised browser and a single sign in system which was developed using Oracle Form and Report Builder that runs on the Oracle 11g server.

“The basis of the data services was facilitated by the integration component which makes full use of the Oracle 11g database while the info-structure portion of the MyFIS system is based on the Gigabyte network with the UNIX and Linux operating system serving as its backbone. MyFIS was enacted using the Standard Accounting System for Government Agencies as a guideline and adhering to the necessary paper works and the Treasury Instructions, it utilises the single data entry concept as every transaction done will be taking into consideration the interlaced accounts. The system is also web-based so that means financial management could be done anytime, anywhere. As an added bonus, it could integrate with main applications and could correct inaccurate data.”

She also added that MyFIS is an all encompassing portal in regards to the financial management of staff members, students and vendors as it also boasted two high security soft ware, Digicert and Secure Socket Layer (SSL), a decision that makes the portal particularly sturdy. It also utilises a user-friendly https which eases its application and enables auditory work to be done as well as generating reports with efficiency and speed.

The system has garnered significant acclaim and even manages to pick up a few awards along the way among them, a gold medal in the PECIPTA Competitions (2015) (The International Conference & Exposition Inventions By Institute Of Higher Learning, Silver Medal recipient at the 26th International Invention & Innovation Exhibition (ITEX) 2015, the Winner for the Anugerah Inovasi Sektor Awam (AISA) in the category of Innovation in Financial Management (2014), an award for the Excellence in Financial Management Based on Accountability Index (2010, 2013), Winner for the Awards In Innovating Information and Communication Technology (AIICT) Perak State Level (2012).

The software also receives some recognition by the Program Kerjasama MAMPU-IPA-UNDP as one of the 10 most impactful innovation in the Government Sector (2015) which will be featured in the Government Sector Innovation Hub (HISA), garnering the certificate in adhering to the Standard Accounting System for Government Agencies (SAGA) (2012), recognition from the Ministry of Finance as Best Practices in Financial Management in the Government Sector (2009), and a recognition in Financial Management of the Government and Governmental Body’s Trust Account Under the Management of the Ministry of Higher Education (KPT) Report (2009).
